Job Purpose
To deliver field-level learning activities for increased resilience and improved preparedness of vulnerable communities in Delta areas to recurrent natural hazards  and to ensure  overall project planning, implementation, and management of monitoring and evaluation, impact assessment and information management for a high quality, innovative and effective learning programmes.
Key accountabilities
  • Conduct participatory vulnerability analysis in the target communities to address the identified knowledge and skill gaps and to build understanding of disaster preparedness and disaster risk reduction
  • Assist in developing a manual and training program for capacity building of local communities and other stake holders
  • Support communities in establishing Village Disaster Management Committees(VDMCs) and Children’s Disaster Management Committees (CDMCs)
  • Facilitate training workshops on Emergency Preparedness Plan (EPP) and Disaster Risks Reduction (DRR)
  • Respect to and work with children inside or outside the project locations
  • Support VDMC and CDMCs in developing DRR and EPP IECs materials 
  • Assist in procurement of materials, supplies and maintenance of project equipment and repair
  • Assist in community mobilization movements and activities inside or outside project area
  • Ensure high quality field-level learning activities delivered in timely, efficient and effective manner
  • Coordinate with other external departments (education - formal and non-formal) and support VDMC and CDMCs for developing EPPs
  • Review and improve the design and implementation of standard training packages to constantly ensure quality and uniform approach to capacity building
  • Support communities in effective implementation of small grant for mitigation measures
·         Establish and maintain interagency relationships with local, international NGOs and UN agencies to ensure collaboration and coordination
·         Develop outputs and outcomes, and establish training targets which link to project activities
·         Develop a performance monitoring framework to measure progress, effectiveness and achievement of expected results, specifying qualitative and quantitative indicators, data sources, and collection methods
  • Work with project staff to ensure accountability systems are in place that engage beneficiaries and stakeholders in evaluations, impact assessments and research
  • Monitor and document the progress of programme activities against agreed indicators and the impact of programmes to inform overall programme strategy
  • Collect accurate and timely data of programme activities and utilize project management cycle to reflect and analyze results and feedback, develop best practices, and implement lessons learned back into the project
  • Prepare reports as required on the programming activities for internal, donor and beneficiary community reporting

Person specifications


  • University degree or equivalent experience
  • Facilitation and training experience: experience using participatory training and facilitation methods essential
  • Experience working within NGO, humanitarian, disaster contexts essential
  • Creativity and innovation skills to deliver and promote new approaches to responding to learning needs and objectives
  • Experience and knowledge of monitoring, evaluation and needs/impact assessment methods
  • Skills in designing and implementing information management and performance measurement framework
  • A commitment to children’s rights, children’s participation and non-discrimination.
  • Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share assessment and monitoring results
  • Strong persuasion, negotiating and influencing skills, and the ability to work collaboratively
  • Proven analytical and problem solving skills and  ability to work under pressure
  • Excellent communication skills in order to deal tactfully and sensitively with a wide range of people from different organizations
  • Excellent verbal and written skills in Burmese language and good written and spoken English
  • Commitment to and understanding of Save the Children’s aims, values and principles.
